I researched and verified the above for myself. HR5736 is no longer located at:

I decided to check the Wikipedia articles on the HR5736 Smith-Mundt Modernization Act. They're still there. Note that you can see any edits that were made by clicking "View History" next to the Search Box at the top of every article. After clicking View History, then examine the list it brings up for the desired date and click Prev. That will produce a side-by-side comparison and show exactly what the edits were.

 

1) Smith–Mundt Act article (describes the 1948 law and subsequent amendments, including the Modernization info from the National Defense Authorization Act). Three edits were made in Jan 2019, but they're all minor. Seven other copies (in addition to the one I just archived) are at the archive.li site, starting from 25 Dec 2014:
