Has POTUS signed like all media say he has?

Two sites still say the bill's latest step was 2/15/19 Presented to the President. Either it hasn't been signed into law, or there is delay updating the status.

But there are other examples when looking at other H.J.Res of this current congress. (H.J.Res.28) shows Signed by President and Became Public Law as final steps even on the same day it was presented to POTUS.
