Was part of Snowdens plan, aside from sabotaging the NSA, to raise tensions with Russia and to prime the public for the Russia Hoax?

Was the Russia Hoax simply a canned psy op against ANYONE who threatened the cabal rather than Trump specifically?

It would explain why they tried to entrap him and/or anyone associated with him.

Maybe we need to rethink our perspective on Snowden with the Russia Hoax in mind. Maybe they laid the plan even longer ago than we are giving them credit for.
