Ok. Seriously. There's an easy solution to this. Just don't sell those weapons to a foreign government, and don't field them on foreign soil.
Once you've committed to defending an ally to that level, you must defend the general populace to that level.
This isn't complicated.

It makes it impossible to form a well-regulated militia if the federal government refuses to sell arms to defend the United States to anyone who wants them. We have a volunteer army after all.
