When the same people, used a fake excuse, a fake story that they faked, to even have a basis for that kind of conversation, we are talking about treason. We can talk about constitutional obligations, because they were obviously broken when they planted a story on Trump.
Using an excuse, that you faked, you made up, to get something done, invoking the constitution, is not legal!!!
