I never did find info on the location, but I have some insight.
The Strip, the airport and part of Henderson is under different jurisdiction than the rest of LV. I'm not sure about the particulars, but I know those casino barons know how to twist a politician's arm and/or groom them.
Casinos are the best way to launder money that I've heard of, outside of printing it directly from a Rothschild bank.
Finally, I think the reason underground data centers are so hot is because of the NSAs satellites. Shady actors are eager to hide their dealings, and going underground likely aids that.
So you've got tax haven laws, money laundering factories and fortified data bunkers. That's why they love Las Vegas.
