Agreed… This is an exposure issue. It depends on the RELATIVE LIGHT LEVELS compared to eachother. Step outside on a cloudy day from a completely dark room and you will be blinded… Step into the same level of light (the cloudy day level) from summer sun and you will be stumbling in the dark.
