I ran the value (without .jpg) through a Rot47 decoder and got what looks like a Windows file path:

tsbhdd_f\fuh_\cudq\gubq\caq_efbdrtbp

Not sure what it is, if anything.

Rot47 is a substitution cipher that replaces a character within the ASCII range [33, 126] with the character 47 character after it in the ASCII table.
