It's possible. There again, there are many people outside the system, formerly inside the system, and on the fringes of that system who have very good eyes, ears, and brains.
Some of us "saw Q coming" - though in my own case, I regarded it as something of a forlorn hope until Q's drops started.
Here is what I noticed prior to Q, which led me to the conclusion of a Q-like entity floating around out there:
Government is a massive beast. It generally consumes as much just to keep track of itself as it spends achieving its goal. Things get lost, decisions are made to suit the whims of voter trends, and entire programs disappear with the stroke of a pen.
But the works of people don't just disappear. If people were developing something important - carrying out a mission - then the lack of funding from government doesn't really end the mission from a human standpoint. It doesn't erase technology breakthroughs, it doesn't keep people from bumping elbows in bars or social clubs - there is a massive world outside of politics and it is vastly more powerful and efficient than even the most well run corporation.
Let's say someone knows the basics of how to build a working fusion reactor - just an example. Pair them up with a dedicated machinist, a heavy equipment operator, electrician, and a garage with, say, $300k and room/board provided. Absolutely peanuts in the world of private yachts and LA/NY mortgages. Give them three years, and they will have their own Site 4 constructed out of junk yard scrap, and probably be running a business on the side.
Even if the political and patent-milling caste try to put a lid on things, they ultimately can't erase the human mind. There are more good people than bad, so it is always difficult to enforce policies which would destroy these rogue operations, which could be small, fast-adapting, and very used to placing mission over self.
This is where Q comes from. They are the people who place the mission and the cause over the games and ambitions of politicians - inside the government, outside the government - uniform and billet/office is irrelevant to the fact that there is a mission and those who are capable step forward to see it get done. Q is a team of patriots. Patriots from very distinguished positions or with access to a great amount of information that other patriots were lacking until recently - but we are all patriots with far more overlap in our mission objectives than conflicts.
Q is basically the principle that people value quality and integrity/honesty. When the efforts, lives, and existence of people is cheapened and threatened by the games and schemes of a few - or even the many, were it ever the case - "Q" can be said to represent the quality of the human spirit and the desire to fulfil our expectations of quality in all aspects of our life and society.
As such, when the quality of governments and societies declines, a "Q" is always to be found latent in the various expressions of the human spirit.
