Well I think this answers the Nixon question. They didn't even let him have the nuclear football when he left the WH after tendering his resignation and while still in flight while his plane was still AF1. Ford had the football while he was still legally the VP. They were "scared" of Nixon starting a nuclear war during the last hours of his presidency.
