Why can't we just start arresting people at the top?

If you wanted to dismantle the pyramids, would you climb to the top and smash the capstone? Poke out the eye, so to speak?

No.

You would start from the base, slowly removing stones. Once a critical mass of stones were removed, the top can no longer be stabilized and it will collapse on its own.
