Barr already has the Mueller report, if Q's drop was any hint. Mueller has more or less had a completed report for some time, but we were waiting to get Barr into place and take Coats out of the picture. If my understanding is correct.
Mueller's job was, more or less, to investigate the claims of the narrative to the full extent and not to try and self-abort the investigation or question the legitimacy in initiating it or continuing it.
