wrong. OIG couldn't even subpoena until they rewrote the law (not sure if it got passed).
OIG does a report then REFERS for criminal prosecution to a us attorney
exactly. it's huber's job, or any other us attorney (or prosecutor at main justice in DC).
or even a military prosecutor.
but not the OIG.
