You answered your own question. The case involves someone with a relatively high profile and expensive lawyers who will stall.
CPD needs to be thorough so the case is tight. If politicians are involved as some anons are speculating then it gets more complicated.
To paraphrase Q this was the only viable method. The government and media are so thoroughly corrupted they have to be circumvented, exposed and prosecuted.
