nothing in the constitution says a pardon has to be disclosed. congress can't even write a law demanding that it be disclosed, because it would intrude on executive authority. it's 100% presidential prerogative in terms of whether to pardon, how to pardon, etc. disclosure has been a custom but is not required.

that is 100% wrong.

 

an arrest can be by a criminal complaint, too, which is basically an affidavit attached to a form that says here are the facts of the violation of this law. you don't even need to be a lawyer to make an arrest โ€“ an FBI agent can do it. then, the US attorneys office takes over and decides whether to prosecute.

 

an indictment requires a PROSECUTOR. the IG has NO prosecutorial authority whatsoever. the IG makes referrals.

 

remember, MCCABE was referred by the IG. if you are right, why didn't the IG just convene a grand jury and indict him?

 

because the IG can't do that.

 

an "arrest" under the Constitution simply requires probable cause. who can make arrests? people who are statutorily authorized. presumably, the DOJ IG has been authorized by the AG to do so.

 

but in terms of indictmentsโ€ฆ NO.

 

the IG is not a prosecutor.
