First, according to Q, Mueller recently stated to new AG Barr that he has found no ties between POTUS and Russia. Second, next week Mueller will complete his investigation.
So, that means in those two weeks in between nothing has come up regarding Russia and he will have to wrap it up like that, or he will have to lie and create something in his final report.
Bottom line is, if Mueller already said to AG Barr that there is nothing against POTUS, then he cannot present his final report stating otherwise.
