Why? Do we have enough to come up with a thory

 

OIG is investigating FISA procedures, the source and what the FBI knew prior to going to the FISC for the warrant. Pic related.

Mueller was looking at Russian Collusion and investigating the Steele Dossier itself.

 

So in order for the OIG's report to have teeth it must be able to assume that the Dossier itself was bogus. This is what Mueller will show when he exonerates DJT.

Mueller will demonstrate that the dossier was false.

 

OIG Horowitz will show that they knew it was false and that they went to the court for the warrant regardless.

 

It makes sense that one should first prove it is false prior to demonstrating that the FBI obtained a warrant on false pretenses.

Perhaps this is why the Mueller report must conclude first.

Mueller report will exonerate by declaring dossier fabricated.

At that point it can be argued that those signing the FISA warrants perjured themselves if it can be demonstrated that they knew it was bogus.

 

Mueller Dossier bogus.

OIG proves the FBI knew it and went for it, anyway.

 

I would assume the person mentioned is Carter Paige. But note that it doesn't limit the investigation to that one person.
