I think Q is talking about R I C O charges here. No other logical reason to bring up wire transfer. R I CO requires a civil conspiracy ( 2 or more people having a meeting of the minds to commit an unlawful act and 1 person taking an overt act in furtherance of the act) The crime comes in when they violate 1 of several predicate acts such as mail or wire fraud. The crime must have happened within a period of 2-10 years or remained ongoing. The crime must be directly linked to the damage ( causation )
