That said, for entry into an SCIF, a temporary clearance can be given for a number of things on the OICs direction. Logically extending this, since the power to classify information comes from the office of the President, the President can directly authorize anyone into an SCIF, I would imagine.
Since not all situations allow that, I would estimate there to be a provision which allows an OIC to authorize temporary access to an SCIF for a specific purpose and all entry and exit into an SCIF is to be logged by the watch, thinking in military terms.
The OIC would then have to justify why they allowed that individual into the SCIF.
As for leaving no paper trail, it shouldn't be "possible." Regularly authorized individuals should be logged via electronic systems and CAC. Any temporary extensions of clearance should have not only a form the person fills out granting them an interim clearance under the signing officer, but there should be a duty watch who oversees the entry/exit of all persons from the facility.
That watch stander should report all violations of such procedures to the OIC or to a separate authority if the OIC is involved, and there should be some paper trail created, somewhere, to indicate a problem. Unless the watch(es) on shift during that time were negligent.
