Anti-Lynching Bill is not about lynching per se, but it's draconian!

Chapter 13 of title 18, United States Code, is amended by adding at the end the following:

Lynching
Whoever conspires with another person to violate section 245, 247, or 249 of this title or section 901 of the Civil Rights Act of 1968 (42 U.S.C. 3631) shall be punished in the same manner as a completed violation of such section, except that if the maximum term of imprisonment for such completed violation is less than 10 years, the person may be imprisoned for not more than 10 years.
So, a whole series of federal crimes are upgraded such that conspiring to commit the crime, alone, is a crime and the punishment is increased to a maximum of 10 years if not already so.
None of the sections referenced contains the word "lynch"!

If this bill is signed into law, intimidation, interference, or bodily injury by force or even threat of force for reasons of race, color, religion, sex, or handicap in some circumstances can be a lynching, punishable by up to 10 years in jail, even it never actually occurs but is only conspired.
