I think the clock is a bit different from how many have been constructing it, which is why it seems to both work and not work at the same time.
The hint is that we are dealing with a countdown. That means "zero" on the clock is not the start of the clock, or the end of the clock. That also means that the progression of the clock is not necessarily going to be marked by progress of time, but progress of events. Three minutes on the clock might not mean three days. They are likely all just relative markers.
This is why seconds will eventually matter once we get close to the zero mark. Which, if I had to use my gut, is probably the release of the documents to the public.
If we assume that Q's first posts were "counting up" to zero placed at 10 and 11… Then we will see arrests after Mueller's report to the DOJ, which will come before public release of records.
This would make the 11.xx make sense compared to their more normal notation.
