Don't need or you can add a additional part to Voter ID…fingerprint scanners…you have 1 year to register your fingerprints…either by going to the township/police station or they can come to you to register your print…then it doesn't matter whether you can go to the polling booth, you can have mobile voting booths with fingerprint data capture to call in the vote…KISS..– Keep It Simple Stupid!!!
