Read the replies on the bread Q posted from mid-morning. Didn't see anything incorrect but thought I'd provide some additional input and try to pull it all together in one post. Apologies for the reddit spacing but it reads better that way.

 

For unescorted access into a SCIF (Secret Compartmentalized Information processing Facility) an individual first needs to have been through the SSBI (Single Scope Background Investigation). If it's your first time, expect to go back ten years. You are periodically investigated at five year increments. Although after the OPM breach that has stretched to six and seven years.

 

Once you complete the SSBI and are adjudicated you must be in a position (think job position) that is coded for requiring access to SCI material to do your job. Once you have that you can then be 'read in' or indoctrinated (indoc'd). That means you sit in the Security Office and read through a binder of material for which you are being indoctrinated. Your clearance looks like this TS-SCI (most basic) at first. After you're read in there will be an alphabet soup of letters designating what you are allowed to view. No need to go further on that as it just doesn't matter. At some point you may have to be read in to different programs requiring you to be indoc'd for those which adds more alphabet soup. In this instance I am NOT referring to SAP. That is another process which is much more detailed and unnecessary for this discussion. It should be noted that, once you complete this process, there are three things you have that grant you access: the clearance, the need to know, and a signed NDA on file.

 

All electronic devices will be left outside. Phones, pagers, smart watches, fitness devices, bluetooth headsets, laptops, thumb drives, cameras, etc. are all prohibited within the SCIF. Once you've stashed your electronic stuff (just leave it in your car) then you can use your newly gained access to enter the SCIF.

 

Now that you've cleared that hurdle, you are issued a badge that grants you access to the SCIF. There are multiple authentication methods to gain entry at the SCIF door which really don't need to be discussed because they vary from location to location. There is video surveillance outside the SCIF. Internal doesn't need to be discussed because, again, it varies from location to location.

 

If you are visiting a SCIF, security personnel will look you up in a database to verify your credentials. Based on that and where you'll be going you'll be granted a visitor badge signifying what you're cleared to have access to. If you don't have the proper level of clearance, but you do have a need to be in the SCIF, you'll receive a badge which let's everyone else know you are not cleared, need to be escorted at all times, and all discussion stopped or even computer monitors displaying TS-SCI or just SCI (depending on the clearance you have) should be turned off while you are in the immediate area. In some instances, while being escorted, the escort will announce verbally what type of clearance you have so that those in the SCIF may take appropriate precautions. Sometimes they even carry a flashing red light to signify you are uncleared to be in the SCIF without escort and if you are escorted to an office that light will remain outside so that everyone passing by knows an uncleared person is in that room. In these instances discussion and any material in that room cannot be higher than the lowest cleared person. So if there is a person with no clearance in that room there SHOULD BE NO CLASSIFIED DISCUSSION OR MATERIAL.

 

Logs are kept of those coming and going. Paper logs exist for visitors where the badges are signed in/ out. Electronic logs for those who work there and have been granted full access. Even those without access, but have the clearance, have their clearance checked and logged electronically. Also, you and anything you bring into that SCIF is subject to search at any time.

 

So all of that to say that entry to a SCIF is no trivial matter. Violations are punishable under Federal Law and I won't even go further because 'punishable under Federal Law' should be enough. In fact, it's posted outside the SCIF door with a warning about deadly force being authorized. Whatever these idiots did in that SCIF that Q is referring to is purely a middle finger to everyone who has ever had access to this type of material and protected it, as well as to America. For them to disrespect this process in order to cover their evil deeds is unforgivable and I hope they are punished to the full extent.
