Who is David Cooper, PhD? And why is he giving talks on the Deep State?

“Who’s Afraid of the Deep State?” is the title of his talk. Sounds sarcastic to me, as if he’s inferring the old tale “Who’s afraid of the Big Bad Wolf.” NOTE: He served in the SES.

Is he a Deep State tool being sent around to diminish the idea of the existence of a Deep State? Any anons come across his name before?
