There is literal evidence of Soros funding groups who disrupted Trump's campaign events - hiring people with mental issues to go in and start fights, to make America think Trump supporters and Trump were dangerous.
Almost no one was convicted of anything.
So Soros has a wide leeway to do whatever the fuck he wants.
