Q is saying here that facial recognition software is not 100% so when they find out who he is (Q already knows who it is) they can capture all of his electronic communications, all of his contacts electronic communication (first "hop"), and all of his contact's contacts electronic communications (second "hop") to see what his motives were, who he is associated with, how they planned it etc. NSA can legally capture "2/3/4 hops" in a target's comm chain once they get a hit on facial recognition and use those communications to verify who he is before arresting him.
Wrong. NSA can capture 2 "hops" down a targets communication chain to collect evidence.
