Because cities make money by fining strippers for working.
If you legalized prostitution, the big cities would see their revenue fall.
Plus it gives them a cover for when one of the trafficked persons steps out of line.
Those usually become dead prostitutes, which nobody cares about.

The fact that compromising footage came out of a MSM source tells me that Kraft got into some shit and possibly also pissed off some people more powerful than him.
Because people at this level of power do not just "get caught with a prostitute".
