I glanced at the Annex 1 and 2 (Manual for Courts-Martial) found at

mentioned in the Executive Order.

 

It looks to me like this is an existing manual of procedure with additions (underlined) and deletions (strikeout). There are lots and lots of definitions of exactly what constitutes a sexual offense and how it needs to be specified in the complaint (in military terms called a "specification") against a defendant. Also lots of definitions of what constitutes a visual recording of another person's private area.

There are also specific definitions of offenses that involve using force to rape a person, using drugs to incapacitate then rape a person, etc.

 

It looks (my speculation only) like the purpose is to fine-tune the capability to prosecute pedo offenses, rape, ritual murder, ritual human sacrifice, etc. via military trial.
