Pretty sure Q already splained it to us.
He didn't own up to anything. He said that they basically had to use some of the same old tools from the DC toolshed in order to fill positions but the upside is that the DC machine doesn't feel the need to put its guard up and it makes it easier to catch people in all their swampy glory.
Its what Q has said many times before: some times people are put into short term roles for a very certain reason of catching other people. Acosta was expendable in order to take down everyone involved with protecting Epstein.
