My guess is that Hussein is behind this.
All of these 2020 candidates are in the race because they have to be. And not because they are fearing charges, but because someone is forcing them into the race whether they want to be or not.
They will all get knocked out and then there will arise one candidate to save the Dem Party from themselves and Trump.
