DNS is what translates 1.1.1.1 (ip address) to www.twitter.com.
When you attack DNS you prevent the ability to perform name resolution. If you high jack dns, you can redirect www.twitter.com from 1.1.1.1 to 5.5.5.5 and nobody will know. This can also be used to unwrap secure connections and steal data or more nefarious actions.
TOR has been attacked for awhile including by the US agencies… apparently governments do not want their citizens browsing anonymously.
