The plan doesn't make sense as a summary because you must be able to see through the lies and distortions to be able to see the reality the plan operates on. We aren't talking just "there wasn't any collusion" sight. Most of the people in DC and in the Media are not who they seem. Ann Coulter as an example - someone who gives a token service to conservatives, but who is simply a pen for hire.

Because of this, explaining the plan often requires a breakdown to the fundamental reality, referencing/explaining things that sit outside common knowledge, etc.

The simple summary is that Mueller's report to the DOJ allows Huber and others to begin taking action on individuals and organizations. Remember what the Special Council was empowered to do.
