Some ex-pats living in China have been saying the government there is severely restricting employment for foreigners. There has always been limitations on what type of jobs non-citizens could do. It's very abusive now. Many ex-pats are moving to other countries now.

The people most qualified to hold high level political appointee positions and also have active TS clearances are swamp creatures. Keep in mind Trump has had to battle Reps and Dems in Congress. They want swamp creatures not swamp cleaners in the Exec Branch.
Politicians receive so much correspondence they depend on their staff to read and respond to constituents. The latter probably do use boiler plate responses wherever possible. Try sending the next one by snail mail. See if the response is any different.
A lot depends on whom your politicians are. Mine are total garbage. They don't even acknowledge a receipt of letters.
