The issue I see is how to get the Fathers back into the relationships with at least some kind of skills and the impetus to get a fucking job and pay the bills.

I am a realist. Job numbers are just like any other government statistic. They will say whatever they want them to. Look at Philly, Baltimore or any other black dominated city and you won't be seeing through rose colored glasses very long.
