Not easy fixes, just a few thoughts:

1. Voc tech available in all high schools and guidance towards apprenticeships.

2. Remove the policies that penalized poor families for having a mother AND father in the same home.

3. Instead of funding PP, maybe create/fund more/better community-based programs for new parents (i.e. Visiting Nurses, in-home care for kids so one/both parents can go to appointments/classes/the market/etc)
