Anyone else find it slightly strange that NoKo was referenced in this internet infrastructure document?

 

I did some digging, and I can't find any references to a NIXP, or any sort of internet exchange in NoKo. From what I found, they are assigned a total of only 1024 IP addresses of their own, and 256 IPs they're getting allocated from China Unicom space, which is a ridiculously small number of addresses for an entire country. I'm starting to wonder whether Q was pointing us to notice this, and thinking maybe it has something to do with Google's ES presence there from previous drops.
