This guy had his car seized by police and it definitely WAS NOT purchased with proceeds from illicit activity. They basically said "We took your $42k land rover to satisfy a $10k fine." He bought it with his inheritance. It forces police and prosecutors to actually tie the asset to proceeds from illicit activities. If it isn't purchased from proceeds of illicit activities, then it shouldn't be an issue. It most definitely doesn't protect people like El Chapo.
