question- IPV6 isn’t implemented yet but found a site claiming 90% implementation.

With Q’s drops on ICAAN and the list of everyone rushing to do IPV6 (lots of fed gov sites showing- especially State Dept), did DS set up their own web while corrupting/exploiting the existing one? Is there a parallel web they’ve been using since 2012 that maybe Q Team have taken over? Was IPV6 included in the ICAAN giveaway or only IPV4?
