We keep thinking this is preparing people for the bad news, but its also having the infrastructure in place. With all the fallout from the arrests, you will need an organization like the Red Cross to provide aid as necessary and ensure it has the trust of the American people. Could be the American Red Cross wants out from the parent and Trump needs to ensure this organization is active and trustworthy to the American people when all the news drops. If you add items like this on the todo list, it makes a lot more sense as to why the hammer has not dropped yet.
