The FAA says it was indicated that three people were on board the flight.

That was oxygen generators and tractor tyres in the hold. The O2 generators should never have been on board.

Indeed. Maybe the Atlas Air flight had cargo that was destined to be transferred to the Russian flight. Cabal are known to charter Russian planes at times.
