Not a lawfag, but just a quick skim of 50 USC 1622 I see a couple of things.

  • no date is specified for the termination (I guess "hereby" implies "effective immediately")

  • it doesn't affect actions already underway

  • I doubt they have the numbers in the senate

Seems like just a standard political maneuver.

Also, interestingly, all of those "past active national emergencies" we've heard about are probably not active because they automatically end if not explicitly renewed by the President every year 90 days prior to their anniversary.
