The gambling is done at Asian markets. Betcha you can find some in your town. Look for a rundown storefront with Mercedes and other upscale cars outside of them. Probably won't have many windows, or the windows are covered.

I know of markets that have been closed. Gambling is popular among Asians (video games), and they also move drugs in/out of the places.
