In some ways this could be a good thing. In all our years of homeschooling we saw many abusing the system, not taking care of the children, not teaching them, abusing and using the children or completely ignoring them, etc. Some oversight of the parents is needed, as well as protection for the children, but the state should not be involved, only the districts themselves. Our previous state requires testing or a certified teacher interview to make sure the students are progressing and doing well. Other states like Texas require really nothing at all, which is where the abuse of the system comes in. Many children suffer greatly because of this. It all depends on the parents and the accountability they're held to.
