Look. I was the OP for that cap. I did not read the entire 656 pages of the Annex 1 and 2, just glanced at it a little tiny bit. What I capped is text that was already in the Annex, not something that the EO changed. Just a sample of what this Annex contains.

Anybody who cares, ought to open the PDF and read it yourself. And it DOES need a lawfag with specialty in military code of justice, to figure out what the EO actually changes.
