But they are public open applications that anyone can use, and thousands of companies do use.

I expect that they left something out on purpose, and if the bill passes, Democrats will be buying that one kind of weapon which is a bit uncommon but uses a different mechanism to automate from the rest. And it will quite clearly be a different manufacturer that is NOT IN THE LIST. Maybe some oddball Chinese company that has no current presence in the US market.
Therefore POTUS is allowing them to continue committing treason so that it can be prosecuted under amended laws.
