There are different levels of work visas. Agriculture and resort businesses, for example, have a high season that coincides with kids being back in school. Those aren't enough for an American wanting a full time job and school kids can't part time because school is in session. There are long school vacations in Europe in the fall that have their roots in this harvest need. Seasonal visas, then, mean workers are here for a short period and wouldn't impact US jobs because they're not conducive to a normal US work pattern.
The problem comes when companies use the visa law to replace regular US workers. Higher level work visas should be like professional sports; used to get a highly talented foreign player who wants the big bucks and not to replace a player with a run of the mill foreigner on the cheap.
