A volunteer military is better.
But the military could offer very high incentives for joining, to make it basically stupid to not join. Make it a desireable thing.

There are a lot of support jobs in the military.
They are called non combat MOS.
The only combat MOS that I know of that allows women, or at least it used to be, is Military Police bc they are usually support in warzones ie they guard pows etc.
So there are a lot of places in the mil that women are just as competent as men and I think most women are content to not be on the front lines in the combat zones, that really endangers the men who are there.
