There's a MASSIVE uptick in "concrete steps" being used bin the media rn. In the last 2 hours I have heard it used by Kristen Fisher re: Hanoi Summit, the Pope used it again in denouncing child sex abuse as it causes him to "remember" back to the times when humans practiced human sacrifice, and some ex-C_A spook-turned-contributor on Fox who used it in talking about NK actually denuclearizing. I have been reading it the past few days too. Anons, keep your senses, tuned. I feel like it may be referring to POTUS' safety. I can't put my finger on it but I know we've looked at that term a lot.
