aoc: "The New Green Deal isn't even a binding bill. It's a resolution. For those of you who aren't familiar, there are two kinds of resolutions in the House. and in the Senate, – or two types of legislation. One is a bill. And a bill passes the House, passes the Senate, and then it goes and gets signed by the President. A resolution is a statement. And it does not pass through any one body to another. So the President doesn't even have to sign The New Green deal. If we called a vote on The Green New Deal tomorrow, or on Tuesday, when I got back to DC, and it passed, nothing would happen. Literally, nothing would happen. Because it's a resolution. It is a statement. Be it resolved. It's us agreeing to a statement. Not even any binding course of action. A statement."
Also, aoc said at the top: aoc: "We need to solve this issue now."

Senate Majority Leader Mitch McConnell, R-Ky., is fast-tracking a Green New Deal resolution through the Senate, enabling a vote as early as next week.
[…]
It was accompanied by a fact sheet produced by Ocasio-Cortez’s staff that called for eliminating the need for air travel, retrofitting every house and building to green energy standards, and reforming the nation’s agricultural practices to eliminate cows.

So, yes, The New Green Deal is a Simple Resolution of the House as per current standing. However, McConnell may bring it to the Senate and it may become a Concurrent Resolution. It still would not have the force of law and would not be sent to the President for his approval.
Call it the Simpleton's Resolution for The New Green Deal.
