I lived in a condo, and the exact same thing happened to me. So one Sunday, I got up early and sat and watched the little stream of light under the door. I hear the door across the hall open, hear the paper being snatched up, see light under the door, and the door slam across the hall. I confronted the person, whose wife looked annoyed at me, rolling her eyes that I wanted my paper back. They were liberal musicians. It was actually rampant in the complex. One guy was sick of getting his morning paper with crumbs all over it and tackled his paper thief. Bernie is a cheap bastard.
